The photo of the chandelier on your site does not depict a chain so I'm assuming the 39.5" is for the light fixture itself and does not include the chain.

    The height of the Cyan Design Luciana Transitional 6-Light Chandelier - CN-6492-6-33 is measured from the top of the chandelier (where the crown looking decoration is on the image) to the bottom (the last hanging crystal). The fixture is supplied with 8' of chain and 10' of wire.
